Atty. Dennis S. Santiago is Procurement Adviser with government agencies, Development Partners and Multilateral Development Banks performing procurement advisory, review, monitoring, evaluation and capacity development. He was the Executive Director V (Undersecretary Level) of the Government Procurement Policy Board - Technical Support Office (GPPB-TSO) from 2011-2018; Philippine Representative to the Open Contracting Partnership Steering Committee; and, Lead Negotiator on Government Procurement in bilateral and multilateral trade negotiations.
Atty. Santiago has a Bachelor of Laws (LL.B.) from the Arellano Law University, Manila, Philippines; a Master of Laws (LL.M.) in U.S. Legal Studies (cum laude) and Certificate of Specialization in Insurance Law from the University of Connecticut School of Law, Connecticut, USA; and, a Master of Science (MSc) in Public Procurement Management (cum laude, specific subjects) from the University of Turin, Turin, Italy. He teaches at the Faculty of Arts and Letters (Law), University of Santo Tomas; the Development Academy of the Philippines (Public Management Development Program); an Adjunct Faculty at the Asian Institute of Management (Program and Project Development and Management). |
